1. Yes, characters can live wherever they'd like! The fast travel system makes it easy to bounce back and forth between cities, but if characters want to move elsewhere, they'll have to do it officially. They'll need to take a train and declare their exit from New Amsterdam and their entry to their new city to customs, and won't be able to just pop through the gates and set up shop. Once that's done, though, they're good to go. Keep in mind that if they move to a city, they will only be allowed to legally work in that location.
2 & 3. Because there are so many megacities, we wanted to give the playerbase a chance to help flesh them out. Not much is set in stone for New Prague yet, but feel free to head over to the megacities section on the location page if you'd like to expand on that with a write-up!
4. This depends specifically on what Kylo is looking for. There are security firms hiring all the time, but the assignments will be for more "low risk" jobs as an entry level applicant. For anything more serious, like high security buildings, guarding sensitive information, or protecting important people, he'll have to work his way up and build his reputation a bit first. If you feel he did that during his time in the simulation, feel free to assume he got an early promotion. However, please keep in mind that if he relocates to New Prague, he won't be able to use any of his simulatory promotions.
