We're thinking that it would take at least an IC month to trigger a permanent change (30 days to be exact).
A permanent change affects the power of the person holding the chest object. It would essentially add a seed of the power from the owner of that chest object with the option to evolve it through power ups in time.
This would be added to the powers submission when submitting for a power-up! This would take the place of power evolution typically granted with this power up, as it would be adding a new ability to their arsenal. We've added this information to the page itself for future reference, as well as updated the information here on the FAQ.
