We wanted it to show a more ruthless take on Child Protective Services, where the kids are perceived as living in a scenario that isn't healthy for them, and they're adopted by families ready to take in a child. The family would have to have been previously approved (and these families often have more money) by the government. We refer to this a bit in our setting:
Population control has been adopted system wide, with individuals needing to seek out governmental approval before having a child. Retroactive approvals are sometimes granted on accidental pregnancies, but otherwise, should the pregnancy be carried to term, the child will be taken in by the government for adoption to an approved family.
The reason why the children are not found sooner is because of the often forgotten cases for families in the lower levels of New Beijing, so the ruthless version of it is unique to that city.
That doesn't mean that it's morally right or okay, of course. But this is definitely not a case of children being sold on a black market or semi-legally by the government. If there's something that still piques your interest here let us know!
