As we've established before, there are no traditional bounty hunters or independent enforcers in New Amsterdam. A lot of this has to do with the surveillance and the fact that these crime families have maintained their longevity by being careful about who they trust. You're right that they would be very interested in Caroline's services, but her demand that she works independently would put them off. However, their demand for her services may lead to a bidding war between the Petrov and Riverside mob groups, which could offer her more independence. She would still be beholden to that group's ideals and expected to work for them without turning against them.
The inclusion of Hope would be a difficult factor, as we're fairly certain that she doesn't have any activated supernatural abilities in game (aside from her healing blood). They know what Caroline is capable of, but wouldn't want Hope to be included unless she can demonstrate that she's on the same level. None of the bidding wars would be likely to make an exception for Hope. Feel free to correct us on this if we have the wrong idea, but the families would already be touchy about Caroline's extensive demands, and it is very possible that the expectation of Hope's inclusion would be going too far. We're happy to work with Ashley to get her on this path, however!
