If they wanted to avoid detection, it would be best to find a way to pay the sum in whole as well as do it under the table. Since Thor's departure, Loki's inherited a lump sum of money that he was going to use to buy a gym. We suggest reaching out to Veronica for a quick turn-over on this one.
2. Morningstar has a few anonymous accounts set up with wholesalers, Damian can work through El to get something set up to fuel the supplies were needed, as long as the funds are channeled through them.
3. Body armor isn't something that's mainstream, so he wouldn't be able to find anyone that makes it normally, there's really no need. This is definitely something that he's going to need to find a black market proprietor for.

The illegal route requires assistance, and would disconnect everything from Hafid's account, including any resources tied to it.
