It was originally to get her into the underground side of things, and he is not someone with a lot of status, but as someone running a business, I assume he has competitors and suppliers etc. that he has positive or negative working relationships with. I'm mostly thinking that side, not the underground element. People he's had bad business interactions with, basically, but who are in the same business and would therefore be useful in the same group of skills.
