2. Oh man, Loki would absolutely create an opening, but the methods would depend on the intern. If it was someone in poorer graces he'd find a way to let them go, if it's someone competent with a tie to someone internal, he'd try and find a way to either get them a) promoted or b) transferred depending on how much shit he wants to cause.
