Prompto has definitely put enough work in to start getting some rudimentary gigs! He will need to actively seek out opportunities at this early stage, but his friendship with Hideki will help him get certain jobs (ones more geared toward the party/music scene). The jobs will likely be a combination of photography and some social media management as smaller gigs won't necessarily have that angle well-covered.
That said, these jobs would not be enough to support him financially. He'd have to be at it for three or so months to start transitioning over full time, moonlighting between his day job and future photography career.
