As for the drug, to clarify a quick point: it didn't get out of the fire. The general sickness and effects from the fire have been universally traced to the monster parts themselves, so that's what the gangs are utilizing to experiment with the effects themselves.
He would be able to connect the stronger/more permanent effects of the fire to the milder version displayed in these drugs. Some of the effects themselves are different thanks to the combination of hallucinatory drugs with the monster bits,
