Hi Veronica! Thanks for the question.

The neural implant would not be able to shapeshift with Loki's body. As a result, Loki would have to keep that in mind with whatever shapes he chooses. Additionally, you can have Loki listed as non-binary to get around the complicated nature of moving from male to female form and back. When it comes to taking on other shapes or even impersonating people, Loki would just need to be mindful of security checkpoints that would scan his neural implant. It will complicate things, but won't prove to be impossible. We're happy to help you get around this realistically for plot reasons.
