Basically, there isn't really room left for trees in New Amsterdam, and so Lynch has expanded this initiative to other megacities, encouraging the governors there to start planting. For example, New Oslo and New Prague are already known for their comparatively large green spaces, and will be happy to continue improving them. New Kyiv is small by megacity standards (only 3 million people!) and so has enough space to hop on the tree train as well.
