Because this event was also designed as a way to bypass some resource issues for the Displaced (letting them get test results for ongoing questions, for instance), they won't agree to any services in place of experiments. Obviously, this is more an OOC reason than an IC one, but they would tell them that they don't require any services from the Displaced that they can't manage themselves. This may not even necessarily be true given some of the access the Displaced have to the world, but that would require the Displaced to reveal what they know about the gates, fast travel system, and more. We figure this would also expose more than any of the Displaced would like.
