The tech is significantly advanced enough that it would take a fair amount of studying, and possibly some new approaches given tech avenues like VR and the neural implants, but it's definitely a skill Wrench could lock down again eventually. There are, indeed, underground hacker groups. Some of them have ties to Morningstar and some don't. To get their attention, he'd have to perform some hacks and encourage them to reach out for him to join them, so they're unlikely to teach him the ropes. If he would like to speak to El about it, though, they may be able to assist.
To work for Morningstar, Wrench will need to express this as an interest to one of the NPCs which will then be passed to one of the higher ups. This can be handwaved, so please just let us know whenever he decides to join up!
