They'd be willing to help her get the position, but she needs to maintain a day job so she looks like she's a contributing member of society. Since she'll have a bicycle or hoverbike thanks to her courier job, Morningstar may ask her to deliver information as a matter of convenience, especially since she already holds that job.
Where Ciri takes a courier position is up to you! It can be a legitimate company, or she can pick up illegal jobs. How risky those jobs are depends on what goods she's carrying at the time, which she's unfortunately unlikely to be told, so it would be best to treat all of them with the same measure of caution. Threats when carrying out illegal jobs include not only the cops, but potentially criminals or other parties who have an interest in what she's couriering. Couriering data via her neural implant can also be risky if the data packet is so large as to be harmful if she holds it for too long.
If caught by the cops, the only way it might come back to reflect upon Morningstar is if Ciri starts telling them she's a part of the rebel organization. Otherwise, they aren't going to keep track of her illegal activities, as she would hardly be the first.
To work for Morningstar, Ciri will need to express this as an interest to one of the NPCs (this can be handwaved!). This will then be passed on to those higher up in the organization, and Ciri will enter an informal provisional period where she will be tapped for tasks and jobs. These will progress as she earns more trust.
3. Morningstar is a mishmash of people from all walks of life, so Ciri would have to do something particularly outlandish to be considered a pariah in the organization. We do call it a "militant" organization, but they aren't as strict about how the members behave themselves as long as they don't compromise the group as a whole. "Enlisting" is more a matter of joining and proving that you're reliable, not joining for self-interested reasons, and more.
As for not "fully enlisting", though joining doesn't involve having to fall into rank and file, Morningstar do expect their members to be fully on board with them. If she would still not be comfortable in the group, she could attempt to help them as a contact instead. However, this would involve her coming to them first with useful information - Morningstar would not be proactive about approaching her with anything.
