1. Breaking into the political climate on Earth may be more difficult, as Tony's status as a Cardinal would hinder him, as people would be wary of his intentions. He'd have to prove himself to some extent. Pulsar is still looking for him from his little stints in stealing their materials! While they wouldn't outright align with him or his business, they'd be willing to start some contractual work with very tight limitations. This wouldn't put him outright in the position for materials or training, but it would be a start.
2. The route with a little more freedom concerns the colonies! Since the colonies were not part of the Aerie, and they're looking for resources, the Cardinal bit would be less of an issue. It would be an easier route to align with them and they'd be more receptive to his help, so they'd be able to begin organizing means of space travel from Earth more quickly. This would also put El and Cassius in a position to be more inclined to help him get what he needs for his license, and materials to get into space. However, that definitely would align Tony in support of the independence of the colonies, and he'd need to work with them toward their goals.
Keep in mind how these two routes could affect Tony's business as well, not just in a good/bad way, but in the way that it could pivot because the different options put him in line for different resources. Not everyone in the night market works illegally, as we said, so that would definitely be a place to start. The two above options would also affect this.
