The primary reason is that it's too difficult to adapt characters under 16 to the setting as designed. They would need to be assigned a legal guardian and we'd have to force players to have them attend school due to the worldbuild requiring them to attend until they're 18. Characters 16 and up can be fudged to pass as 18 to bypass this.
