Since space is a commodity in New Amsterdam there aren't many ponds that would hold fish as big as koi, nor are there many artificial bodies of water due to water restrictions. Those that want spaces on the waterfront use the artificial river flowing through the city for that purpose. Koi are deliberately not used in any smaller artificial bodies of water (or in the river itself) due to their nature as a highly invasive species. Fish as pets aren't really a thing because of some of the points above, and that goes for robot fish as well (as they'd still need water to operate). However, some of the more extravagant and excessive shows of wealth in the upper class will include indoor aquariums that span several floors vertically.
As a note, there are also no fish in the artificial river! Fish for consumption generally come from different fisheries located outside of New Amsterdam.
