It would be nerfed, and the OC in question would come in with whatever is their most recent form in their OC "canon point" of sorts (though keep in mind the game's rules of what is appable when choosing that point—if their most recent form is a dog, that still won't be applicable!). However, you can choose a power that closely resembles this and power it up through our events.
