Howdy mods! A quick question regarding implant signatures during hiatus & beyond.

I read somewhere (but now can't find it so may have dreamed it who knows) that implants still give off a GPS signal while characters are on hiatus despite the character not actually being physically present in that location. If this is the case, my question is: is this the same for characters who have been dropped? What about characters who are out on canon updates?
