For item requests, it doesn't have to still exist. We'll add that they can't ask for something from their future!
For the reapps:

We don't have a hard and fast system set in stone, so reach back out to us then. - To tell you the truth, we've never had a hard and fast rule on the clothes, but the general system has been to still item request things that would stand out (as that's what players have been doing). So, Damian came in without his Nightwing outfit, Clarke came back without her leather jacket she designed with her daughter, etc. That's not to say they were lost in transit, but that we feel it's best to keep those things to item requests. We can make a hard and fast rule on this if you need something more concrete.
