There are no passports because the world is under one government, making it so that every city is, for the most part, open to travel in and out of it. Most citizens register their travel through their neural implants. Once they go through the checkpoint, they're registered as going to a certain location, and that is a declaration of intent for where they're going and when they'll be returning. New Honolulu is a special case: since they wouldn't be going through the security checkpoint, they wouldn't be letting the government know about their presence, wouldn't be going through the mandatory quarantine, etc.
The Displaced can bypass all of this by using the gates, but the people of New Honolulu are more likely to notice a large number of people coming in for a beach episode because of their tighter borders. That's what we meant by illegal status. If they take a gate, they can't register their entrance in and out of a city, simply because the world at large doesn't know about the magical fast travel system available to the Displaced.
So, they can take a train and go about it all legally, or they can gate to New Casablanca without worrying too much because it's not as locked down as New Honolulu.
Basically, trains = "passport" and declaration of intent with travel. Gates = traveling undetected, can cause trouble if spotted without heavy checks in New Honolulu.
