Hello! I have a question regarding reserves and apps -- I had a look around and I don't think it's been answered so I hope I'm not making y'all repeat yourselves!

re: reserves -- it says you can't reserve the same character twice in a row. Is that rule still in effect if I submit my app but the player cap is reached and I have to try again?

re: apps -- if we do app and we're at the player cutoff, do we have to resubmit the app next round?
