They're a huge resource drain, both in terms of feed/water, but also in terms of pure space and heightened awareness of animal husbandry, which most cities are very short on. Horses largely live in feral bands outside the wall now, much like the mustang or the brumby.
As for other livestock, cow's milk has been phased out. Goat milk still exists to some degree, but it's rare, and the vast majority of "milk" that exists are vegan alternatives. Wool is a similar story—there are too many viable sustainable alternatives (like silk or plant fibers) for sheep to be seen as a useful option.
