There are biotin supplements to help with rapid hair growth, along with some specific supplemental formulas, but they're not any more effective than they are today (despite what some may claim). The good news is that biotin is fairly cheap on the market, and can be purchased at any drug store. There is medication and procedures to help patients with alopecia, but would require proof of condition in order to get any medication or treatments for it.

Various spas offer other treatments for hair growth, but they run a pretty penny and are pretty exclusive. A lot of New Amsterdam's upper class frequent them. This wouldn't result in automatic hair growth, but it would speed up the process to some extent!
