Hey Jenna!

Fashion in the world is built on sustainability and usually is made by smaller boutiques and producers. A piece that's bought is meant to last a very long time, not just a product of the season! There are plenty of thrift stores that recycle clothing as well as those that create custom pieces. That said, that doesn't mean that some of the more affluent in New Amsterdam won't dig out their capes on occasion. You're welcome to say that they're currently in vogue after one of New Amsterdam's self-made celebrities was seen in one around the business district.
